CAMP OLA, LEGAZPI CITY (11 December) - AFTER TWO GUNMEN attempted to assassinate a provincial board-member in Kalipay, Masbate City last December 7, the PNP regional office in Bikol and COMELEC have expressed concern that the shooting incident  may again be a prelude to the traditional culture of violence during elections in this island-province.

NAGA CITY (11 December) -Camarines Sur Representative Dato Arroyo is willing to recommend to the National Irrigation Administration the temporary suspension of the construction of the P1.9 billion Libmanan-Cabusao dam project amid "social acceptability concerns," Presidential Assistant Secretary for Bicol Affairs Tomasito Monson said Tuesday.

"Congressman Arroyo said he would recommend to concerned agencies especially National Irrigation Administration to conduct further study on the effects of the dam to surrounding areas."

CAMP ELIAS ANGELES, Pili, Camarines Sur, Dec. 9 -- Army troopers recovered from an abandoned safe house on Tuesday a cache of high powered firearms and ammunition in a remote village in Mandaon town in Masbate, report reaching the 9th Army Infantry Division said Wednesday.

The soldiers were on combat and retrieval operation after villagers tipped off military authorities of the presence of unidentified armed group in the area.

LEGAZPI CITY, Dec. 11 -- At least 29 volcanic earthquakes jolted Mayon Volcano on Friday, the highest recorded seismic event this week indicating that the volcano's abnormality is still up, the Philippine Institute of Volcanology and Seismology (Phivolcs) said.

Scientists are continuously observing Mayon volcano's fluctuating seismic precursors such as quakes, gas emission and ground deformation these are indication that the volcano's seismic activity may possibly lead to an explosive eruption.

CAMP OLA, LEGAZPI CITY (11 December) - SEVEN SUSPECTED MEMBERS of the communist New People's Army's "Celso  Minguez Command" operating in Sorsogon province have been charged with Multiple Murder and Frustrated Murder.

Reportedly identified by the PNP Intelligence through witnesses, the suspects were charged together with some 14 other unidentified members of the communist movement in Sorsogon.

NAGA City (28 November) --  Tomas "Nonoy" Rentoy VII (30-199) and Irvin C. Ayo (30-54) last November 27 were elected as the new chapter president and chairman of the board, respectively, of the Kabalikat Bicol Naga City (KB30) Chapter effective January 1 - December 31, 2010.

Rentoy, one of the pillars of KB Bicol and the perennial operations chief of the chapter, will replace Engr. Salvador "Buddy" Altar (30-129) who steered the KB30 chapter with flying colors.  Altar was elected as the vice chairman of the board.

MANILA - President Gloria Macapagal-Arroyo's filing of her certificate of candidacy to seek the position of representative for the second district of Pampanga generated so much controversy. It overshadowed a similarly controversial attempt by former president Joseph Estrada's to take a second crack at the presidency. For sure, Arroyo's congressional bid would be the talk of the town up to the May 2010 elections or even beyond, if she wins.

LEGAZPI City, Dec. 9, 2009-The Province of Albay, famous for its Mayon Volcano, is in the thick of preparations to welcome its sixth bishop, the 55-year old Bishop Joel Z. Baylon, in fitting liturgical reception and canonical installation at the St. Gregory the Great Cathedral at 4:00 P.M. tomorrow.

The Apostolic Nuncio to the Philippines Archbishop Edward Joseph Adams and the Roman Catholic Archbishop of Manila His Eminence Gaudencio B. Cardinal Rosales will lead about 30 other bishops from across the country.

MANILA, Dec. 11, 2009- Leaders of the influential Catholic Church warned the Arroyo government against a martial law spill over other parts of the country.

Some bishops may have allowed it in Maguindanao due to its "complicated" situation there but imposing it in other areas is another story, retired Archbishop Oscar Cruz said.

Cruz, who is opposed to the military rule in the Southern Philippine province, said the government is simply at the wrong hands for a martial law.

"For me, President Arroyo has no more credibility to govern the country," he said.

MANILA, Dec. 9, 2009-A Catholic Church-backed poll watchdog is objecting the imposition of martial law in Maguindanao province until the May 2010 elections.

According to the Parish Pastoral Council for Responsible Voting (PPCRV), military rule "in any form and in any place" is the very thing that it does not want to happen during election period.

PPCRV national chairperson Henrietta de Villa said the country already has "enough" experience during the Marcos dictatorship.

"We don't want that to be repeated. It can't stay longer until election time," she said.

LEGASPI City, Dec. 10, 2009- The transfer of Masbate Bishop Joel Z. Baylon to the Diocese of Legazpi brought sadness to his parishioners. But the diocesan clergy suffered another blow when one of its priests died December 8 in a motorcycle accident along the National Highway at Barangay Cayabon, Milagros, Masbate.

The fatality was identified as Fr. Norman Crisostomo De Jesus, popularly known as "Father Aga," 38 years old and pioneer parish priest of a newly-created parish in Calumpang, Balud, Masbate.

Amid the dramatic resurgence of Albay from the natural catastrophes that had befallen it of recent, the Diocese of Legazpi has welcomed Most Rev. Joel Z. Baylon as its sixth bishop last week. Bishop Baylon is in all respects an Albayano, having spent his early years and young adulthood at Albay, and as such his installation as Legazpi's prelate serves as a homecoming after having served various pastoral and ecclesiastical functions outside the province.
