NAGA CITY--In a forum calling for the creation of “genuine” Bikol Autonomous Region by amending the Constitution, lawyer Leonard De Vera, chairman of Equal Justice for All Movement, said what makes Bikol one of the poorest regions in the country is not its lack of resources but the bad effect of the country’s unitary form of government, and graft and corruption.

LEGAZPI CITY--The first soldiers of an estimated 6,000-strong US contingent have started arriving in Bikol, according to Bikolano Alliance for Nationalism and Against Balikatan (BAN Balikatan) spokesperson Jocelyn Bisuña.

She said that around a hundred soldiers are now booked in several prominent hotels in the city, prompting organizers of the Magayon Festival to look for alternate housing for tourists.

SORSOGON CITY--Members of the provincial legislative board of Sorsogon have expressed support for the full autonomy of Bikol, the second poorest among the country’s 16 regions, as an alternative to better governance and progress.

A multi-sectoral group, under the First Regional Forum on Bicol Autonomy launched over the weekend, spearheads the move.

Sorsogon provincial board member Arnulfo Perete said through a genuine and full autonomy, Bikol could fully harness its potentials to emerge as a “super region,” considering its rich natural resources.

PILI, Camarines Sur--The ban on shellfish from two coastal areas of Bikol is still imposed, the Bureau of Fisheries and Aquatic Resources (BFAR) Regional Office here said in a warning.

Shellfish ban is still imposed in Juag Lagoon in Matnog, Sorsogon Bay, Sorsogon; the coastal waters of Milagros in Masbate, all of Bikol region.

Last week, I brought out the unauthorized P2,085,000.00 election-timed loan that was released to an NGO (SPUKOI) on February 17, 1998, in aid of Cho Roco’s election as Robredo’s interim successor. And to this date, it remains unpaid. Thus, I called for an Ombudsman investigation for graft and corruption of all responsible officials for this loan.

My dear niece, Dana, graduates from Ateneo de Naga University on March 28, making me privy to the long rehearsals and tedious preparation that went into the ceremony.

When at last I saw the invite to the ceremony, I realized this was not the small school – or college – I recall with fondness. The number of graduating students the past years by my standard is big. My next question to my niece was: what time will the ceremony be over. We had varied estimates: one at 11pm and another at 9pm. Dana was so busy the whole week and even days before that I did not have time to share with her my memory of a fun graduation with people numbering some hundreds. The ceremony was simple and sweet.

MANILA--Catholic Church leaders once again called on lawmakers Friday to ditch plans to amend the country’s constitution. Cebu Archbishop Ricardo Cardinal Vidal said there’s time for Charter change and it should not be done with haste.

He said a thorough review of the measure, which according to its proponents at the House of Representatives, only seeks to revise the economic provisions of the constitution.

NAGA CITY--Senior citizens can now avail of the 20 percent discount on their take-out orders from the Kentucky Fried Chicken (KFC) branch here following a court-approved compromise agreement between the food firm and the city’s Senior Citizens Federation.

Judge Zeida Aurora Garfin of RTC Branch 19 here, said she accordingly approved the agreement as it was not contrary to law. Under the agreement, KFC will continue to enforce the discount privilege on take-out products for senior citizens until implementing rules and regulations are issued by the concerned government agency.

LEGAZPI CITY--Its all systems go for the RP-US Balikatan exercise beginning April 1, a ranking Philippine Army official said on Thursday.

Army Col. Ariel Bernardo, commander of the 901st Army Brigade here, said that only humanitarian mission and civil engineering would be held in the selected barangays in the provinces of Albay, Sorsogon and Masbate.

LEGAZPI CITY--The Land Bank of the Philippines (LBP) has earmarked P2-billion loan facility under its Development Advocacy Program for Bikol this year.

Mauricio Feliciano, LBP vice president and general manager for Bikol, said the amount would finance projects of priority sectors such as small fishermen and farmers (SFFs) and small and medium enterprises (SMEs).

“Most of our small farmers and fishermen are afraid of loans that is why, through this DAP, we are reaching out to them to make them realize the importance of financing for their economic advancement,” Feliciano said.

He said that the bank, as a government-owned financial institution, also assisted its clients in the marketing and technology transfer.

So you’ve graduated. But that only means one thing. You’re old enough to work for your own money, and fend for your own needs and wants.

Last Saturday , the nation took part in a global campaign to arrest global warming and to promote awareness of the threat of climate change. Earth Hour, an environmental campaign by the World Wildlife Fund (WWF), was successfully launched in Australia in March 2007 with around two million people and 2100 establishments joining the said campaign.

This year the campaign’s effort to have people switch off their lights for an hour has spread among 83 countries given the simplicity and effectiveness of what is asked of those willing to participate in the campaign. According to WWFPhilippines, the country had the most number of cities and towns with 647, which pledged to participate in the campaign.

In Naga City, huge sections of the city have joined Earth Hour 2009 in saving and celebrating the effort to thwart climate change. Most business establishments along Magsaysay Ave. have turned off their lights and electrical equipment from 8:30 PM until 9:30 PM, the one-hour period of the global campaign. Similarly, darkness enveloped numerous homes as residents participated in Earth Hour 2009. Like what its slogan asked, many did vote for the Earth.

Earth Hour’s success in advocating awareness and involvement against climate change is in many ways a beacon of hope. The United Nations’ report on the climate states that “rich nations will have to cut their emissions to a level between 25 and 40 percent below 1990 levels by 2020 to avoid the worst effects of warming.” Moreover, “developing nations will also have to slow the rise of their emissions by 2020,” it says. Such tasks or targets can appear daunting and overwhelming for governments; more so, for “regular people” who see themselves helpless to address the issue. With Earth Hour, however, the simple flick of a switch by anyone can contribute to reducing power consumption and thus aid in bringing down the level of greenhouse gas emissions.

This year’s Earth Hour had targeted one billion people to switch off their lights and be in the dark for 60 minutes. By so doing, it lit within those one billion people the hope that they can change the world for the better.

She used to be a warrior against CO2-killers, a queen of world climate, a chancellor with a mission. It was not long ago that Angela Merkel seemed to have no other more important topic than climate. But today we are suffering from the severest financial crisis in 80 years and it obviously puts things, even the world climate, into perspective. Lars Seefeldt, reporter for ZDF, a German TV program under public law, recently hunted down the issue, and it is his interviews I am here referring to.

It was only last week, that the European Spring Summit Conference of Heads of States and Governments took place in Brussels. Most important topic was the financial crisis. All newspapers, TV, and other media were filled with interviews, statements, facts and figures brought up in that conference. All focusing on how Europe now decides to deal with the problem. But what happened to topic climate? What happened to the approved financial support for environmental protection in China and India? IT'S GRADUATION WEEK FOR MANY schools. I have the joy of graduating again on Saturday under the MBA program for priests at the Ateneo de Naga University. Doña Chito Madrigal of happy memory offered a scholarship for priests of Bikol through the Madrigal Foundation, to take up an MBA program on Socio-Pastoral Entrepreneurship in order to equip priests with necessary know-how for revitalizing the evangelization programs of parishes through an integral development plan. Seventeen priests from Bikol (2 from Virac, 1 from Masbate and 11 from Caceres-Naga) have finished the graduate program. Thank you Doña Chito. Congratulations Fathers!
