SORSOGON CITY, Sept. 3 -- Livestock raisers of Bicol have reason to rejoice as the World Organization for Animal Health (WOAH) has already certified the region as a Foot and Mouth Disease (FMD)-free territory.

Sorsogon provincial veterinarian Enrique Espiritu on Friday said he received over the week a copy of the certification issued by the Organization Mondiale de la Sante Animale or WOAH saying 10 Philippine zones including Bicol are finally free of FMD.

CAMP ELIAS ANGELES, PILI, CAMARINES SUR - WITH THE Commemoration of the International Humanitarian Law Month this August, the Armed Forces' 9th Infantry Division based in this camp issued a statement condemning the series of summary executions perpetrated by communist rebels against civilians in Bikol.

The army reported that the latest victims were Joaquin Candea, 60, a resident of Cogon, Bulusan, Sorsogon, who was shot dead by a rebel hitman in Sabang, Bulusan town on Sunday afternoon (August 29).

Legazpi City (2 September) -- The Department of Environment and Natural Resources (DENR) has recently issed Memorandum Order No. 2010-07 now authorizing the Mines and Geosciences Bureau (MGB) director and regional director, the provincial governor and city mayor of an independent city to issue Mineral Ore Export Permit or MOEP.

The Memorandum, signed by the then DENR Secretary Horacio C. Ramos, has authorized the MGB director to issue MOEP to first time applicants, with the succeeding issuances going under the authority of the MGB regional director.

NAGA CITY (30 August) - FIVE PEOPLE travelling in an owner-type jeep died in an ambush perpetrated by heavily armed men in an isolated barangay road in Sitio Landing, Barangay Bulod in San Pascual, Burias, Masbate at about 2:30 PM last August 28.

This was reported by the San Pascual Municipal Police Station to a local radio in this city last August 30.

The San Pascual MPS made the report on the ambush incident on Naga radio due to the town's proximity to the Camarines Sur coast than to Masbate City which entailed better phone signals.

CAMP ELIAS ANGELES, Pili, Camarines Sur - Philippine Army soldiers stormed Naga City's Bicol River to spearhead the river's clean up drive yesterday , a  military report said.

LtCol Erwin De Asis, the 9th Infantry Division's Civilian-Military Operations (CMO) officer said that three hundred soldiers were sent to participate in the cleaning of the river's surroundings in preparation to the upcoming Penafrancia Festival.

Armed not with rifles and machineguns, the soldiers cleared the 2-kilometer river bank using bolos, rakes and even their bare hands starting at 8:00am.

NAGA CITY (4 Sept)-MORE THAN 400 policemen who are mostly rookies and have newly graduated from the Public Safety Basic Recruitment Training at Camp Simeon Ola in Legazpi City will augment the current Naga Police force of some 200-man strong for the 20-day Tercentenary celebration of the Peñafrancia devotion this year.

Spokesman of the Camarines Sur Police Office, SPO4 Romulo Pabiano, said that with the scheduled big religious rites of the "Peñafrancia Tercentenary," Catholic bishops, clerics from all over the country, and Pope's emissaries from the Vatican are expected to come to this year's Peñafrancia festivities.

Pabiano said that Camarine Sur Police Director Sr. Supt. Jonathan Ablang has directed a separate force of a 42-man police team from the Provincial Police Office (PPO) to secure visiting Church dignitaries and ranking government officials.

This year's tercentenary celebration for Bikolandia's most revered Patroness, Nuestra Señora de Peñafrancia, more popularly known as 'Ina,, will not be totally complete without making mention of the two historic bells adorning the belfry of the centuries-old Our Lady of Peñafrancia Shrine in Naga City.

The two antique and ancient bells were donated in 1863 and 1868 by Simon Li Tuanqui, a successful Chinese trader-philanthropist converted to the Catholic faith and who has since become a devotee of 'Ina'.

MANILA - The Catholic Church appealed to President Benigno s. Aquino III to fulfill his pro-poor platform of governance by implementing the agrarian reform law by not honoring the compromise deal, which, they said, runs counter to state laws and policies ordering the distribution of some 4,415 hectares of land in the Hacienda Luisita complex he and his family own.

"The president cannot feign neutrality in this issue, for his silence and inaction will mean an implicit endorsement of the unjust compromise deal orchestrated by Cojuangco-owned HLI," the bishops said in a statement.

CAGAYAN DE ORO City, August 29,2010-The bishop of the Diocese of Malaybalay called on the faithful Sunday to remain calm and pray in the aftermath of the Sunday morning grenade attack on a church in Bukidnon that wounded two parishioners.

Bishop Jose Araneta Cabantan also urged the faithful, especially the relatives of the wounded parishioners of the San Vicente Ferrer Parish in Kalilangan, Bukidnon to let law enforcement authorities solve the case and not take justice into their own hands to prevent bloodshed.

KHAN BELA, Pakistan (27 August  2010) --Catholic and Protestant leaders in Pakistan have joined forces to deliver in person much needed aid supplies to flood victims.

Bishop Andrew Francis of Multan and Anglican Bishop Alexander John Malik of Lahore led a convoy containing food items and bottled water on Aug. 26 to the southern Punjab where five districts lie submerged under flood waters.

Federal Minister for Minorities Shahbaz Bhatti also joined the convoy with an additional six trucks of relief items.

MANILA, August 29, 2010-Filipino migrants across the globe have offered prayers for the families of victims of hostage-taking incident in Manila that left eight tourists and hostage taker dead.

Four days after the bloody end to the hostage-taking incident, the Catholic Bishops Conference of the Philippines' Episcopal Commission on Migrants and Itinerant People called on various Filipino communities worldwide to pray for the families of the victims.

NAGA CITY, Aug. 26 --- At least 1,500 families from the city's five barangays have met the standard set by the Department of Social Welfare and Development (DSWD) to qualify in the Pantawid Pamilyang Pilipino Program (4Ps).

The program is a developmental approach designed to promote investment in human capital among poor families with 0 to 14 years old children.

Matnog, Sorsogon (27 August) -- Local public officials have joined residents and the Catholic Church here in calls for the cessation of the operations of a mining project extracting iron ore in a watershed area of this small fourth class town.

The calls are directed to incumbent Sorsogon Gov. Raul Lee whose office issued the small-scale mining permit (SSMP) to the project and the regional office for Bicol of the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) that provided an Environmental Compliance Certificate (ECC) to it.

Daet, Camarines Norte (27 August) -- The Provincial Sagip Batang Mangagawa-Quick Action Team (SBM-QAT) has been recently reactivated and will intensify its anti-child labor program, said a provincial official.

In a meeting held here Tuesday (August 21), Camarines Norte Provincial Field Officer Ruben Romanillos of the Department of Labor and Employment (DOLE) said that they will reactivate the SBM-QAT to fully support the programs and projects of the Provincial Council for the Welfare of Children (PCWC).

Masbate City (27 August) -- Police has filed criminal charges against the son of a former mayor of Monreal who was arrested last week August 16 for allegedly selling methamphetamine hydrochloride or "shabu" to a police informant.

Senior Inspector Lope E. Badillo of Masbate City Police Station identified the suspect as Benigno C. Cantela, said to be a son of former Mayor Sotero Cantela who reportedly operates nightspots in Legazpi City.

NAGA CITY, Aug. 27 -- In furtherance of its socialized housing program, the city government laid down once again the cornerstone for the development of a new resettlement site in Sitio Salunguigui, Barangay Cararayan, this city.

The one-hectare resettlement area is seen to accommodate 116 family beneficiaries whose home lots will have an average of 60 square meter area each.

MANILA, August 26, 2010-Hundreds of devotees of the Our Lady of Peñafrancia are expected to attend the International Pilgrims Congress (IPC) in Naga City on September 16 to 17.

The gathering of pilgrims, not just of Filipinos but also those coming from the other countries will highlight and culminate the Archdiocese of Caceres' Tercentenary devotion to Our Lady of Peñafrancia.

Organizers said that over the years, the devotion to what the Bikolanos refer to as "Ina" has taken root in various parts of the Philippines and of the continents.

LEGAZPI CITY, Aug. 27 -- The Overseas Filipino Workers (OFWs) Family Circles Confederation, Inc. in Bikol has sought the Overseas Workers Welfare Administration (OWWA) here to take the necessary steps to protect OFWs based in Hong Kong from possible harassment and maltreatment as an offshoot of the tragic hostage-taking incident in front of Quirino grandstand last Monday.

Legazpi City (27 August) -- The province of Albay has enjoined all sectors to support and pray for the victims of Monday's bloody hostage crisis.

"In response to the hostage crisis, the Provincial Government of Albay, local Catholic Church, Filipino-Chinese community, Catholic schools, city government here and other local government units will hold simultaneous Mass Offering with special intentions for the Hong Kong nationals hostage victims, both for those who perished and survived," Albay Governor Joey Salceda said.

PILI, CAMARINES SUR (23 Aug) - THOUSANDS of bus passengers along the Maharlika Highway, at the Central Bus Terminal in Naga City, and even passengers at Pili Airport were stranded for seven hours on Sunday (Aug. 22) after organizers of the triathlon sports "Ironman 70.3 Philippines" had required the closure of 42 km. of the national highway from Naga boundary in Del Rosario to the junction of Anayan, Pili; and the stretch of the Fuentebella Highway up to Tigaon, Camarines Sur.

The Ateneo de Naga University's Rayan Abogado Oliva ranked first nationwide in the Nursing Licensure Examinations held last July 3-4, 2010.

A member of the BSN Class 2010, Oliva graduated Magna Cum Laude.

Out of the 138 examinees, 97 passed or 70.29% against the national passing rate of 41.40%.  Of the 97 passers, 68 are first takers (77.27%).

Among those who made it to the distinguished top 10 in Region V were Mr. Clinton Rabadon of Bicol University and Ms. Dioliza Sacil of Universidad de Sta. Isabel - both ranked 10th.

MANILA, August 19, 2010-Two Catholic priests based in Manila have been denied the faculty to celebrate the sacraments.

The Archdiocese of Manila, in a circular, warned the faithful Fr. Romeo Tena of the Society of African Missions who has been asking donations without permission.

Fr. Rufino Sescon, Manila archdiocese's chancellor, said Tena has reportedly been celebrating Mass and collecting money at Manila's Port Area.

"We wish to inform you that Father Tena has no permission from his society to celebrate the Sacraments," Sescon said in the circular.

Naga City - Fr. Andrew Recepcion, a priest from the Archdiocese of Caceres has been elected president of the International Association of Catholic Missiologists (IACM) during the organization's fourth conference and assembly last 27 July to 1 August at Tagaytay City.

Recepcion, the Mission Director of the Archdiocese, was one among 80 participants coming from varied parts of the world engaged in Catholic mission activities.

Recepcion also currently serves as the Executive Secretary of the Tercentenary Celebration Committee.
