Naga City (13 May) -- The National Youth Commission (NYC) invites youth organizations to join the 7th Search for Ten Accomplished Youth Organizations.

The search is open to all groups (school-based, parish-based and community-based youth organizations) composed of at least 15 members who are 15-30 years old. The basis for judging is the project entry conducted by the organization that shows the efforts of the youth in contributing to the improvement of their community.

BANGKOK, Thailand, May 14, 2009--Pope Benedict XVI has appointed Bishop Francis Xavier Kriengsak Kovitvanit of Nakhon Sawan as the new archbishop of Bangkok.

The announcement was made on May 14 during which Pope Benedict XVI also accepted the resignation of Cardinal Michael Michai Kitbunchu of Bangkok.

Archbishop-elect Kriengsak was born on June 27, 1949, and was ordained a priest on July 11, 1976.

NEW DELHI, May 15 (PNA/Bernama) -- India has revealed that it has destroyed its chemical weapons stockpile, keeping its promise to the international community to completely eliminate its weapons by March this year.

The IANS (Indo-Asian News Service) reported that India informed the Hague-based Organization for the Prohibition of Chemical Weapons (OPCW) that it had destroyed its stockpile on March 26, fulfilling its obligation to the arms control agreement.

MANILA, May 15 -- The Commission on Elections (Comelec) resumed on Friday the opening of the bids for the 2010 poll computerization project after granting on Wednesday the motions for reconsideration filed by four automation companies.

Atty. Ferdinand Rafanan, head of the Comelec's Special Bids and Awards Committee (SBAC), said they would try to finish the deliberations on the eligibility documents so that they can proceed immediately with the technical and financial documentations.

NEW YORK, May 16 -- Crude prices retreated on Friday on the weak outlook for global energy demand.

The International Energy Agency forecast the global oil demand would hit a 28-year low this year, saying optimism about an economic recovery was not reviving appetite for energy.

The Paris-based organization cut the global daily energy demand to 83.2 million barrels per day in its latest monthly report, 3 percent lower than last year, and "the sharpest single year's fall since 1981."

LEGAZPI CITY -- DENTAL AND MEDICAL Missions including relief distribution and engineering works are being conducted by units of the Philippine Army in the typhoon-stricken locality and surrounding villages of Hubo,  Magallanes in Sorsogon province, where 18 people had died and scores of dwellings lost  in destructive landslides.

The 901st Brigade, PA community relations office in Camp Simeon Ola here reported, that Dental and Medical missions including engineering works in the affected villages were conducted from May 7 to 13.

Andaya, the designated cabinet officer for regional development (CORD) for Bikol and former Camarines Sur representative, was in this province on Thursday for an information campaign on the global economic crisis.

NAGA CITY—Daet Mayor Tito Sarion said on Thursday that the national government should declare several provinces and regions, including Bikol, as calamity-prone areas.

Sarion said there was a need to institutionalize a system on how to address disaster preparedness and response.

UNITED NATIONS, May 8 -- UN Secretary-General Ban Ki-moon on Thursday called on Member States to uphold press freedoms and support the work of independent media.

Speaking at a United Nations Headquarters event in observance of World Press Freedom Day, marked annually on May 3, Ban said a free press contributed to democracy and stability.

"At a time of economic crisis and other serious threats, it is crucial to support a free and independent media so that people can better understand the events that shape their lives," he said.

LEGAZPI CITY, May 7 (PNA) - The Philippine National Railways (PNR) management announced Wednesday that construction of new central station in Naga city to serve as railway terminal in Bikol is expected to be completed before the end of 2009.

Nicolas Beda Priela, Private Sector Consultant to the PNR, told members of the Regional Development Council (RDC) during the full council meeting that repair and rehabilitation of rail tracks and bridges were on-going.

MANILA, May 8, 2009 - Now that Rodolfo "Jun" Lozada is under the Senate custody again, the money raised for his supposed bail bond will be donated to other inmates in need.

The Association of Major Religious Superiors of the Philippines (AMRSP) said a total of P10,000 was raised in less than a week after the fund drive was launched.

The Sangguniang Panglungsod of Naga unanimously approved a resolution authored by education committee chairman Nelson Legacion, reminding school officials in the city about the Department of Education's (DepEd) "no collection policy".

In the resolution, Legacion expressed concern over reports that some public elementary and secondary schools in the city were collecting fees from students and parents presently during enrolment. The city councilor said that some of the reports and complaints were verified in Sabang Elementary School.

Naga City  -- While many Bikolanos celebrated and enjoyed SM's opening in Naga City, few were conversant of the crisis brought by typhoon "Dante" which ravaged areas due to landslides particularly in Catanduanes and Sorsogon. Other vicinities in Bikol were also affected due to the floods brought by the typhoon.

According to the National Disaster Coordinating Council (NDCC), "Dante" killed 25 people in Bikol while three remain to be missing. Damages were estimated to reach P191.2 million including P170.535 million in 25,117.11 metric tons of crops; and P127.7 million in infrastructure.

BANGKOK, May 8 (TNA) - The World Health Organization on Friday praised the Association of Southeast Nations (ASEAN) countries for quickly instituting their cooperative response to the H1N1 virus outbreak.

Speaking in Bangkok on Friday, Dr. Shin Young Soo, WHO Regional Director for the Western Pacific, commended the region's public health ministers from the ASEAN countries plus China, Japan, and South Korea in Bangkok.

MANILA, May 8 (PNA) -- At least 20 persons died and many others were injured as typhoon "Emong" battered Northern Luzon with strong winds and heavy rains, relief and disaster response officials said today.

Defense Secretary and National Disaster Coordinating Council (NDCC) chairman Gilberto Teodoro Jr. said 12 fatalities were initially reported from the worst-hit Pangasinan, where he conducted an aerial survey to check on the damage caused by the howler.

Teodoro said he also received an initial report that eight persons died in Ifugao.

WASHINGTON D.C., May 8, 2009-The U.S. Conference of Catholic Bishops (USCCB) on Wednesday launched a campaign to oppose embryonic stem cell research and support ethical cures, encouraging citizens to contact Congress and the National Institutes of Health (NIH).

After President Barack Obama's March 9 executive order permitted federal funding for further embryonic stem cell research, the NIH proposed guidelines to fund research that will require stem cells harvested from the destruction of living human embryos.

LEGAZPI CITY, May 7 (PNA) - The Department of Tourism (DOT) said the last tranche of the P2.5-million fund assistance to the province of Sorsogon for the establishment of various infrastructure and other tourism projects, has been released earlier this week.

DOT Bicol regional director Maria Ong-Ravanilla said the grant was given under the Expanded Grassroots Entrepreneurs for Eco-Tourism (GREET) program of the DOT which had been conceived to enhance livelihood opportunities in the tourism sector.

LEGAZPI CITY, May 8 (PNA) --- Human rights violation incidence in Bikol slid down last year compared to the previous years, the Commission on Human Rights (CHR) in Bikol reported.

CHR records indicate that only 46 cases of human rights violations were reported last year, an 11 percent decrease compared to 51 cases recorded in 2007.

Aimee Espinas, CHR Bikol spokesman, said decrease in HRV incidents may be attributed to the agency advocacy drive on human rights promotion and protection.
