"It feels so good to be home," said the Filipino international singing sensation Charice Pempengco as she opened her Valentine TV special Charice: One for the Heart, which aired last Sunday on GMA-7. As a Filipino, the Philippines may be her 'home,' but as an international performer, the whole world is her 'stage.'

And so, after "wowing" her Filipino fans locally, Charice is set to amaze her global following as GMA Network broadcasts the special globally through its international channel GMA Pinoy TV on February 17 (Middle East, Europe and Asia Pacific) and February 19 (U.S.A and Canada) , in all territories covered by the said channel.

What better houses are there than new ones. All of us in our lifetime desire some things somehow, and all things in this world has its own beginnings – as brand new. One way or another, we have acquired some possessions of tangible things from its original form - as the firsthand owner. And anyone can definitely tell how it feels to have brand new things from its primordial state – from its appearance, texture and fragrance to the unique personal satisfying experience of ownership.

The health insurance coverage of around 5 million families identified and provided by their Local Government Units (LGUs) and /or sponsors under the Sponsored Program in CY 2011, whose expiry date was December 31, 2011, is hereby extended to March 31, 2012 at no cost to the LGU.

This development will ensure continued health insurance coverage for over 10 million poor and low-income families under the Sponsored Program of the National Health Insurance Program (NHIP), including the 5.2 million poor families determined as poor by the National Household Targeting System for Poverty Reduction (NHTSPR) of the Department of Social Welfare and Development (DSWD) who had also been provided health insurance coverage with National Government funding.

2012 marks the 20th year of the Local Government Code which took effect on January 1, 1992. The code provided for decentralization – giving autonomy to local governments – and the devolution of basic services. Decentralization was expected to reduce local governments’ dependence on the national government where powers and resources are highly centralized, and make local governance accountable as well as accessible to the people under an LGU- civil society partnership.

Today, however, observations on the impact of the law remain divided. One side criticizes the national government’s farcical transfer of real powers to the local government units (LGUs) while another cites the code’s failure to bring about real development in the local communities. On a positive note, all are one in calling for a revisit of the local government code with the aim of introducing reforms.

ISSUE ANALYSIS No. 01
Series of 2012

There should be an end to the fruitless process of reforming laws and crafting development strategies where the dubious intention is in furtherance of elite governance sugar-coated by meaningless concepts of “transparency and accountability”, LGU-civil society or “public-private partnership.”

All three were Gawad Kalinga volunteers who were exposed early on to the harsh realities of poverty in the Philippines and now burned with the desire to do more for the country.

There is something about black. Black dresses, black tie dinners, Johnny Cash, black pearl jewelry and a black pearl necklace. Black is classic. Black is cool. As long as it is not black coral. Black coral has been harvested to decimating levels. It can be found in the Caribbean waters off of Mexico and Belize. These countries are beginning to protect the coral, but it is still being poached and decimated.
