LEGAZPI CITY, Philippines - Oct. 22 - Albay Governor Joey Salceda on Friday expressed dismay over the Supreme Court (SC) ruling allowing the South Luzon Expressway (SLEX) to hike their toll way fees.

"I feel so helpless - saan na tatakbo ang ordinaryong probinsiyano for protection?" he remarked.

According to the governor, the ruling has long-term adverse economic impacts on the welfare of the province's small viajeros who depend on Divisoria trade, or the fish dealers that rely on Navotas, and the ordinary motorists that include students studying in Metro Manila or families visiting their relatives.

Salceda said the Supreme Court has allowed three toll roads to impose an increase in their rates.

I am holding right now a book that seduces me with more than a thousand questions while tempting me with answers. This is a book that was part of those regularly released by Cecilio Press in Sabang. It is attributed to Antonio B. Salazar but given the range of the queries and the almost eternal implications of the answers, the author must have compiled them from some sources.

It was a Saturday. I am not now sure if it was the 21st of September or the 20th. Through the sheer machinations of the dictator, the documents were ill-dated, post-dated like a bad check. It was a carte blanche, a blank check that would allow those who found themselves suddenly in power to write off debts through repressed memory; or to cause some to be indebted in jail.

I READ through the transcript of Thursday's Senate committee hearing on the controversial National Broadband Network (NBN).  And in the end, I get the feeling that just like the Cyber Education Project, the NBN started out as a good idea that later metamorphosed into a sort of a Frankenstein project, no thanks to the usual suspects in the Arroyo regime.

Nearly half of the population admits to occassional halitosis and ninety percent of cases of foul breath begins in the mouth. In the past, oral health has been associated only with the mouth. However, new research has found that the advanced stage of gum disease which is Periodontitis is linked with heart problems, such as heart diasease  and stroke.

WHEN Kristian Cordero approached me to do a review of Andrew Recepcion’s “God’s Global Household -- A Theology of Mission in the Context of Globalization,” I hesitated initially, considering that I belong to a different faith: I am a Jehovah’s Witness. Kristian, however, said the author wouldn’t mind having a non-Catholic do it; after all, we are neighbors at the Vox Bikol opinion page. I DID NOT WANT to write about Auschwitz after visiting it because the suffering inflicted on humanity by the Nazis cannot be captured in few sentences.  However, the personal experience of seeing the extermination camp has kept me thinking about the power of evil to eliminate difference and at the same time the power of love to triumph over suffering and death.

angry that I am writing in English this time. I am taking leave from my usual cultural commentaries to give way to something public must know, something too undignified that I think Bikol must not be desecrated by using it in retelling my fury. I know this won’t be the last; in fact, this is the first among things that I know I will be a lot keener about. I was challenged, thus, I will be from now on at guard.

OCTOBER is the month when public school students go into a week-long break ending the first semester of the school year. The break also allows their teachers to attend training arranged by their respective division or district offices.
I was reminded of this after my wife, who teaches geometry at Camarines Sur National High School, was extra-busy last week – as Math club president, she had to oversee their departmental in-service training and aside from that prepare something to share to fellow math teachers.

Familial
and personal concerns have brought me back to Naga two years ago for extended weekends. I started to get to know the city once more. That street called Magsaysay surprised me with its bars and cafes and as well as young men and women who appeared to know their lattes well.
The longer I stayed out and the more I got engaged with the city, the more I realized that a new language seemed to have supplanted the Bikolano language.

Last week, this paper published an article of entitled "The Youth and the Penafrancia Fiesta."  It instantly caught my curiosity. Aside from the fact that the opinion page rarely features the views of another generation, the recent well-meaning exchanges in print and radio regarding the Penafrancia Fiesta are more than enough to make me want to know a new take on the topic.
