NAGA CITY (Feb 16, 2012) – A farmer who took a public school teacher and 8 other elementary pupils captive in a hostage drama inside the Caranan, South Elementary School in Pasacao, Camarines Sur last weekend has been charged with 8 counts of Serious Illegal Detention and violation of RA-7612 before the Provincial Prosecutor's  Office in this city.

NAGA CITY (Feb 16, 2012) - Heavy rains that started Sunday has already caused 2 deaths and significant damages to properties and infrastructure.

The Environment Disaster Management and Emergency Response Office (EDMERO) of the provincial government reported that heavy rains triggered flash floods in the upper barangay of Monte Calvario in Buhi, Camarines Sur causing the death of one person.

NAGA CITY (Feb 16, 2012) Heavy rains in the last few days have damaged a major sub-station that supplies 20 MBA of electricity to 19 barangays of this city and neighboring towns of Minalabac and Milaor, Camarines Sur, causing power outage in at least 45% of Naga’s commercial and residential area last Sunday evening and intermittent brownouts in the next days.

Titled “Cities and Flooding: A Guide to Integrated Urban Flood Risk Management for the 21st Century”, the book provides operational guidance on how to manage the risk of floods in the face of urbanization, growing populations and long-term climate change trends.
