‘It’s now time to pass the Anti-Dynasty Law’ -- PNoy

QUEZON CITY, July 28 -- President Benigno Aquino III called for the passage of the Anti-Dynasty Law during his sixth and last State of the Nation Address (SONA) on Monday.

“Di tayo nakakasiguro kung malinis ang intensyon ng susunod, o kung nanaisin lang nilang habambuhay na maghari-harian para sa sariling interes. Panahon na para ipasa ang isang Anti-Dynasty Law,” Aquino said, speaking before members of the 16th Congress.

The Anti-Political Dynasty Act of 2013 which is pending in Congress, promotes equal access and opportunity to public office and service to the public, and prohibits the political dynasties. Political dynasty refers to the perpetuation of public office and political power by persons related to one another)

According to the explanatory note of House Bill No. 837, political dynasties are considered a reality in the Philippine political life which results to skewed distribution of political powers and denies  other members of the community who may also prove competent and worthy of respect to serve the country.

Aside from the said proposed bill, President Aquino also expressed hope in the passage of three other bills such as Rationalizat6oin of Fiscal Incentives, Unified Uniformed Personnel Pension Reform Bill, and most importantly the proposed Bangsamoro Basic Law which is for deliberation on October.

"Inilalapit din po natin sa Kongreso ang Rationalization of Fiscal Incentives. Kung maipapasa ito, maitatama ang papatsa-patsang sistema ng pagbibigay insentibo at magiging mas makatwiran ang pagbubuwis sa mga negosyo. Hinihiling rin namin ang agarang pagtutok sa Unified Uniformed Personnel Pension Reform Bill, para tuluyang maisulong ang isang makatarungang sistemang pampensiyon para sa kanila. Agaran po sanang maipasa ang batas na ito, dahil ngayon pa lang, trilyong piso na ang kakailanganin para pondohan ang pensiyon ng unipormadong hanay. Kailangan ng awtorisasyon ng batas para matugunan ang masalimuot na sitwasyong ito," the President said.

He also thanked Congress for passing  landmark laws that supported the governments Daang Matuwid agenda. Among these laws are the Philippine Competition Law, sa Act Allowing the Full Entry of Foreign Banks,  Amendments to Cabotage Law,  Sin Tax Reform Actt and the Responsible Parenthood Act.
