PNP, DOTC launch Oplan Semana Santa

LEGAZPI CITY, March 23  -- Law enforcement authorities are on high alert and have fielded additional personnel to maintain tranquility and promote solemnity during the observance of the Semana Santa (Holy Week) across the region.

Joint elements of the Philippine National Police (PNP), and various units of the Department of Transportation and Communication (DOTC) have launched "Oplan Semana Santa" designed to maintain order in various churches, major roads, airports, ports and other critical infrastructures, where people might gather to observe the Holy Week from March 29 to April 4 this year.

Legazpi City (25 March) -- As more party list groups are being exposed as fronts of Gloria Macapgal-Arroyo and her allies, the Bagong Alyansang Makabayan-Bikol (BAYAN-Bikol) is mulling filing a disqualification case against Ako Bicol for being unfit to represent marginalized Bikolanos.

According to BAYAN-Bikol, Ako Bicol is composed of contractors and close Gloria Macapagal-Arroyo associate and businessman Elizalde Co is their chairman; Co is the biggest contractor in the region.

LEGAZPI CITY, March 23  -- The Bicol International Airport project in Barangay Alobo here recently received an additional P23 million to complete its right-of-way acquisition which has so far attained close to a 75 percent mark of accomplishment.

The amount is on top of the P82 million earlier released by Department of Transportation and Communication (DOTC) to compensate the land owners whose property the new airport will occupy.

SORSOGON CITY, March 23 --For more than three years now, shellfish enthusiasts who have avoided different kinds of shellfish particularly green mussel (locally known as tahong) harvested from Sorsogon Bay, now have a reason to party following release of laboratory results that the bay is finally free from the deadly red tide toxin.

Latest laboratory results of the Bureau of Fisheries and Aquatic Resources (BFAR) say shellfish collected at Sorsogon Bay in Sorsogon City, Sorsogon province, is now free from the toxic red tide organism.

Jesus "Atoy" Typoco Jr. finally giving-up his office shortly after 5:00 P.M. on Thursday (March 25), after a "Letter of Recognition" served by DILG Bicol Director Blandino Maceda had recognized Edgardo "Egay" Tallado, as the new chief executive of the province.

LEGAZPI CITY, March 24  -- Residents and the business sector here are anticipating frequent power brownouts following the recent termination of the Albay Electric Cooperative (ALECO) operation and management (O&M) contract of the National Power Corporation (NPC).

The ALECO Board passed a resolution recently terminating the operation and management contract of the NPC after it claimed that it would be more advantageous for the electric cooperative to be managed by the members of the Board of Directors (BOD).

MASBATE CITY, March 26  -- Determined to put an end to the culture of violence and fear during election period in this island province of Bikol, authorities here have shifted to high gear their campaign against loose firearms and political armed groups.

With the start of the local political campaign today, the drive on the gun ban by members of Task Force Masbate (TFM) have accelerated with the arrest of 48 violators and the seizure of 45 high and low powered firearms since January 10, this year.

Bikolanos devastated by the series of destructive typhoons which hit the Bikol Region since 2006 are starting to recover from their ordeal, with a lot of help from the DSWD-UNDP Bicol Recovery Project.

As the official campaign period for the local candidates began last March 26, we can safely assume that the final stretch towards the May 2010 Elections is well underway. Quite visibly, the campaign efforts of political parties and candidates had intensified: motorcades here and there, tarpaulins, and posters of candidates strewn ubiquitously, campaign sorties held almost simultaneously, and house-to-house visits by the candidates themselves.

MANILA - Two recent news reports do not bode well for party-list elections. In February, Pulse Asia reported that its January 2010 survey revealed that only three out of 10 Filipinos are aware of the party-list system. Pulse Asia added that it is only in the National Capital Region where party-list awareness is high at 51 percent of voters.

1. Uphold democracy. Ensure checks and balances. Vote for candidates from different political parties. Do not swallow ubos kung ubos.  It is a threat to democracy. It is a symptom of oligarchy because power actually resides only in the Chief Executive.

2. Empower the Naga City People's Council as a watchdog of government. Give it autonomy. It must be financially independent from the city government so it can decide and operate on its own. It must be free from the grip and influence of politicians.

3. Guarantee transparency. Allow citizens to discuss public issues in the public forum without fear of censure, ridicule, and harassment by paid media. The website is not a proof of transparency.  In a poor locality such as ours, how many, in practical terms, have access to the internet? There is transparency when the governed knows how they can participate in governance.

MANILA, March 27, 2010-Manila Archbishop Gaudencio Cardinal Rosales has encouraged all Filipino Catholics to support the Alay Kapwa collection this Sunday, as the Church ushers in the Holy Week with the celebration of Palm Sunday.

In a statement, Rosales said contributions collected on Alay Kapwa Sunday are used to support the various programs of the Church. For the archdiocese, the collection proceeds go to the disaster-preparedness fund drive of Caritas Manila.

MANILA, March 23, 2010-After backing out from the presidential race, Charismatic leader Bro. Mike Velarde is eyeing a congressional seat through the party list.

El Shaddai Charismatic group spokesman Mel Robles confirmed that Velarde and his son Rene are among the nominees of Buhay party-list.

"Yes, Bro. Mike is among the nominees," Robles said.

But the older Velarde, he said, only intends to be the party's 5th nominee. In other words, the influential religious leader is just a reserve in case their first, second, or third nominees were disqualified.

MANILA, March 22, 2010-The Roman Catholic Church rejects crucifixion, flagellation and similar practices of some Catholics during Holy Week.

Real expression of Christian faith during Lent, the bishops said, is through repentance and self-renewal.

"People should avoid self-flagellation. There are many other ways of repenting [for] our sins," said Bishop Dinualdo Gutierrez of Marbel over Catholic Church-run Radyo Veritas.

Infanta Bishop Rolando Tirona believes that flagellation and crucifixion are expressions of superstitious beliefs.

MANILA, March 24, 2010- The Parish Pastoral Council for Responsible Voting is calling for a review of party-list groups accredited by the poll body, especially those with questionable nominees.

PPCRV chairperson Henrietta de Villa said that some organizations have been accredited by the Commission on Elections despite questions on their qualifications as legitimate party-list groups.

"This calls for a review because there are so many nominees that are not marginalized," said de Villa.
