EMB Bicol to set up Regional Ecology Center in aid of Solid Waste Management implementation

LEGAZPI CITY, July 30 (PIA) -- The Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) regional office in Bicol has mulled to establish a Regional Ecology Center that will serve as venue for unified vocation in establishing standards in information exchange among stakeholders.

The proposed establishment of the ecology center, according to EMB Bicol director Roberto Sheen, is aligned with the RA 9003 or The Ecological Solid Waste Management Act of 2000 as support mechanism designed to advance environemnt stakeholders collaboration and consensus to help achieve effective implementation of the solid waste management programs.

Sheen said the initiatives will initially on addressing needs for the implementation of solid waste management program, and later for other environmental concerns.

He observed that the implementation of RA 9003  has been devolved to the local governments and efforts had been made to comply with the provisions of the law, yet it has been noted that minimal significant impact was achieved due to several constraints.

"Given that provisions of RA 9003 require a certain degree of knowledge and technical expertise, yet most local governments as not equipped to undertake such activities and lack the necessary expertise, information materials, consultancy support and networking to efficiently plan and implement the legal prescriptions," he added.

EMB Bicol, according to Sheen, also intends to organize the structure and framework for the establishment of the Regional Ecology Center to help out pursue initiatives that will help local governments in planning and implementation of their respective solid waste management programs and projects.  (MAL-PIA5/Albay)
