Coming all the way from United States, Dr. Filipinas Rigoroso-Alfelor, eldest daughter of UNEP Matriarch Dr. Remedios Rigoroso-Alfelor and former Camarines Sur Governor Felix O. Alfelor Sr, also the current Class President of then Apolinario Mabini School, now University of Northeastern Philippines (UNEP), graced the thanksgiving get-together of UNEP High School Batch 1959 held at the Felix O. Alfelor Sr building, last weekend at Iriga City.

LEGAZPI CITY, March 2  - The Department of Environment and Natural Resources (DENR) said some 1,921 hectares were planted with trees in the Bikol region last year under the Upland Development Program (UDP).

The DENR in Bikol reported the trees planted were in the UDP priority sites for development and management such as Community-Based Forest Management (CBFM) projects, Protected Areas, Mangrove and Coastal Areas, and Watershed areas.

"Not disabled but enabled," according to incumbent Naga City councilor David Casper Nathan Sergio, referring to the Persons with Disabilities (PWD) sector.

In a move designed to give members of the PWD sector greater opportunities to access various city services, Sergio is now proposing the creation of the Persons with Disabilities Affairs Office or PWDAO through a city ordinance to serve the needs of differently-abled individuals in Naga.

LEGAZPI CITY (2 March 2010) - RICE FARMERS in a village in Oas, Albay endured sleepless nights and kept watch on a mercury bulb that drew thousands of Rice Black Bugs (RBB) or locally known as "itom na Tayangao" which had infested more than 690 hectares of ricefields in the third district of Albay province.

Albay Agriculture official, Ruben Limos, said the farmers are doing "light-trapping" which drew the bugs to the mercury light while the farmers gather the pest in sacks and dispose of them.

LEGAZPI CITY, March 4  --The Albay Provincial Disaster Coordinating Council (PDCC) has shifted its disaster strategy from response to risk reduction following the lowering of the alert level in Mayon Volcano from two to one.

The risk reduction strategy centers on the full relocation of households still living in the 6- kilometer permanent danger zone (PDZ).

MANILA, March 3  - The National Capital Region Police Office (NCRPO) has sent a team of police investigators to Bikol to conduct further probe of the ambush-killing of former jueteng whistleblower Wilfredo "Boy" Mayor last Saturday in Paranaque City.

Philippine National Police (PNP) chief Director General Jesus Verzosa said police investigators are now looking at three possible theories in connection with the case.

"The NCRPO director (Director Roberto Rosales) told me that he already sent investigators to Bikol because of other theories being considered that possibly originated there," said Verzosa.

SORSOGON CITY, Feb. 23 -- As the El Niño phenomenon prevailing in some parts of the country ravages agricultural crops, a Cebu-based fertilizer manufacturer has came up with a product that could help plants withstand water shortage due to the dry spell.

Eighty-six volunteers literally bled for a cause during a bloodletting activity organized by Naga City councilor David Casper Nathan Sergio as part of the city's Sandugo Program. Blood donors flocked to the city hall lobby on Feb. 16 to participate in the activity.

Sergio was appointed by Mayor Jesse M. Robredo last year as the director of the new blood program to boost the city's efforts in ensuring ample supply of blood transfusions as mandated by the World Health Organization (WHO) and the Department of Health (DOH).

CAMP OLA, LEGAZPI CITY (24 February) - THE MOUNTING VIOLENCE in the province of Masbate has again claimed another life.

An elementary school principal in Barangay Nursery, Masbate City was reported to have been shot according to the Regional Election Monitoring Action Center (REMAC) at the PNP Regional Office-5 here, on Tuesday (February 23).

The Masbate police office identified the victim as, Ruel Doroja Gonzaga, 38, principal of the Nursery Elementary School in Masbate City.

LEGAZPI CITY, Feb. 26  - Philippine Drug Enforcement Agency (PDEA) Director General Dionisio Santiago urged all local officials to help fight the proliferation of illegal drugs in the Bikol region.

In a forum on Drug Abuse, Prevention and Education Community Enforcement held here Friday, Santiago appealed to barangay officials and city/ municipal anti-drug coordinating councils to strengthen their efforts in order to make the whole Bicol region free from illegal drugs.

LEGAZPI CITY, Feb. 24  - Mayor Gerome Alcantara of Donsol, Sorsogon has appealed for presidential intervention to stop the rampant illegal trawling within the territorial water jurisdiction of this whale shark capital as well as in Masbate area.

Alcantara said that illegal trawling within the area continues to operate despite several attempts made by the Philippine Coast Guard and Philippine Navy. "I am just wondering why they operate within the territories of Donsol and in Masbate but up to now, no single apprehension has been made by the Philippine Navy and Coast Guard."

In response to the New Year's Day Pastoral Letter of Caceres Archbishop Leonardo Z. Legaspi which called on the local Church to look to Mary as a source of hope in the midst of the country's poverty and in preparation for the coming elections, the Council of the Laity of Caceres (CLAC) immediately organized a convention of the parish pastoral councils and the religious organizations to deepen the faithful's understanding of the pastoral letter.

LUPI, Camarines Sur, Feb. 16 -- Some 31 residents of Barangay Colacling here benefited from the multi-livestock production training and dispersal program of the Program Management Office (PMO) of the Bicol River Basin and Watershed Management Project (BRBWMP) recently.

Assistant Secretary Tomasito B. Monzon, BRBWMP program director and concurrently the presidential Assistant for Bicol, said that initially some 83 heads of piglets, goats and chicken were distributed to poor villagers in partnership with the Barangay Council of Colacling led by its chairwoman, Josephine Fandino.

VIRAC, Catanduanes, Feb. 17-- Intel Philippines, through the Adopt-A-School program of the Department of Education (DepEd), has donated 20 units of Classmate notebook computers to Virac Pilot Elementary School (VPES) here, the biggest public elementary school in the province.

Classmate is a portable, internet-ready and user-friendly information technology (IT) notebook for children; it comes with Microsoft Office, a seven-inch screen and two-gigabyte flash memory.

LEGAZPI CITY, Feb. 16 -- Operatives of Task Force Masbate (TFM) on Sunday collared a village chief with a cache of high powered assault rifles at his residence in Placer town in Masbate, a police official said to PNA, Tuesday.

Operatives of TFM arrested Antonio Deocampo, village chief of Barangay Daraga, Placer, Masbate.

The arrest of the suspect brings to four elected local officials in Masbate nabbed for violating the Commission on Election (Comelec) gun ban at the onset of the May polls.
